Ontario has introduced a fixed electricity price from June 1st, 2020 to October 31, 2020, known as the COVID-19 Recovery Rate.

The rate will be 12.8 cents per kilowatt hour and was set and determined by the Ontario Energy Board.

At the start of the pandemic, Ontario transitioned customers to the lowest rate due to the associated lock down.

The 12.8 cents rate is higher than the off-peak price of 10.1 per kilowatt hour.
For comparison, the mid-peak rate is 14.4 cents per kilowatt hour and the high-peak rate comes in at 20.8 cents per kilowatt hour.
